Hi Hasnain,
I have uninstalled the older version and installed the new one ( 2.0.18) and try in ProjectTheme but also on the other site with Zerif Lite Theme and in both cases the general settings are not shown.

I have checked it and the file already exists, nevertheless I have renamed( rather than delete it) it and replaced it with the one you sent me and I also did the same with the base.php but I still cannot see the General Settings.
I have checked the permissions of the PieGeneralSettings.php file and are 6.4.4 ,the same that the rest of the menus.
I have also tried to uninstalled and delete everything from the File Manager and install it again but no luck with that either.

My WP and php version are the following:WordPress 4.3 running Project Theme Child theme.
Running PHP version: 5.6.12I only have two plugins installed on this site: Pie register and SiteOrigin Widgets Bundle.
I have tried on debug mode as well but there is actually no general options page.This is what I got:
